Sept. 11 Charities: Money Mismanagement?

This story from Time.com talks about the Sept. 11th charities, and whether they are distributing their funds efficiently. I’ve also seen complaints about the Red Cross decision to hold back some of the funds for the future, and questions about whether the families of illegal aliens killed in the WTC attacks should receive charities. What do you think? What’s the best way for these folks to handle our donations?

The Red Cross has now decided all Liberty Fund donations would go toward the victims, instead of earmarking some for future emergencies, including the possibility of future terrorist attacks. I'm surprised (and disappointed) that they changed their minds, though I guess they're essentially a business that has to keep PR a priority. I'm more surprised and disappointed that so many donors pressured them to do this. There are tons of charities specifically for Sept. 11th -- what about planning ahead?
The good thing I see in this is that part of the Red Cross money will be going towards creating a better database system to coordinate other relief effots, making it easier for the victims to get the money they qualify for.
