Federal Executions Found Unconstitutional

On Monday, A U.S. District Judge declared the federal death penalty act is unconstitutional [Update: broken link removed]. If upheld by the 2nd Circuit Court of Appeals, it would stop federal executions in New York, Connecticut, and Vermont. What effect will this have on capital punishment throughout the country?
